Sharing: a normal Wi-Fi hotspot sends the laptop's or TV's traffic around the phone's VPN on both Android and iOS. Options: some clients have "Allow connections from LAN", turning the phone into a proxy you set on the laptop; install the VPN on each device instead; or share the other way round — VPN on a Windows PC in TUN mode plus Mobile hotspot (see VPN on your TV).
